Purpose of consultancy:

On June 21, 2019, the International Labour Organization’s International Labour
Conference (ILC) adopted the Violence and Harassment Convention No.190 and
Recommendation No.206.The ILC further adopted the Centenary Declaration on the
Future of Work, expressing a clear commitment to a world of work free from
violence and harassment.

The adoption of the Convention and recommendation was very significant; it is
the first-ever international standard aimed at ending violence and harassment
in the world of work and that the right to a world of work free from violence
and harassment has been articulated in an international treaty. The adoption
of this first International Labour Standard at the beginning of the second
Century of the ILO is a historic opportunity and a call for action to shape a
future of work based on dignity and respect in the workplace.

In the context of C190, awareness raising, sensitization and advocacy on the
ratification and implementation roadmap developed by the Government and
partners has been limited, inconsistent or virtually non-existent from the
past and current events during this implementation roadmap. Furthermore, there
seems to be misunderstandings on what is contained in articles about C190 in
Zambia in by key stakeholders and the general public.

The C190 ratification implementation roadmap recognizes the power of awareness
raising, sensitization and advocacy to inform and share knowledge that could
influence various stakeholders in the country. This will lead to increased
awareness to the public, as well as visibility of the C190 and its
ratification and implementation roadmap to the various local key players
involved in the ratification and implementation processes. Furthermore,
advocacy, awareness raising and sensitization activities have the power to
direct public interest towards topical issues, thereby generating interest
from decision-makers to address issues that are in the lime light.
As part of the C190 ratification and implementation roadmap Communications
Strategy, the implementation of the media action plan is the main phase of
C190. The ratification and implementation roadmap has identified the
implementation of advocacy, awareness raising and sensitization activities as
opportunities to address the information gaps and misunderstandings on what is
contained in the articles of C190. The ratification roadmap now seeks services
of a firm, institution or organisation to implement the media strategy that
was developed at the media training on C190 in Chisamba, Zambia during the
period 7th to 11th December 2020. Through the implementation of these
awareness raising, advocacy and sensitization activities in the media action
plan, it is envisaged that C190 will attract support from various actors and
ultimately lead its ratification and implementation in Zambia.

Scope of work:(Description of services, activities, or outputs)

The institution or firm with requisite resources (equipment and qualified
staff) will conduct the implementation of the communication and advocacy
strategy contained in the media action plan. The communication and advocacy
implementation period is 6 months.

During that period, there will be stakeholder and media engagement involving
technocrats, who will feature on identified communication channels to share
information on C190 and its accompanying recommendation No.206. Some of the
formats include: Discussion and Debates Programmes, as well as Panel
Interviews on television and radio stations; radio drama series, live phone-in
Programmes on selected radio and television stations. The other area of focus
will be stakeholder engagements with the Government of the Republic of Zambia,
the Zambia Federation of Employers and the Zambia Congress of Trade Unions on
what has been done so far regarding ratification and implementation roadmap of
the Convention No 190, its accompanying recommendations and what needs to be
done in order to ratify and implement C190 and recommendation 206.

The firm, institution or organization will implement the advocacy and
communication strategy contained in the media action plan that was developed
by participants, media consultant and ILO personnel at the Media training held
in December 2020. The consultant will be responsible for the following;

1\. To implement the Media Action Plan for C190 adopted at the ILO media
training on 11th December 2020
2\. To strengthen the knowledge, base information sharing, raise awareness on
C190 and sensitize the media fraternity on the elimination of violence and
harassment in the world of work.
3\. Build and strengthen the agency of media houses in advocating for
ratification and implementation of C190.
4\. Familiarise and share knowledge on the Zambia Roadmap towards ratification
of C190 and raise awareness to the public domain.
5\. To strengthen existing relationship and collaboration with media
institutions with the view to enhance media coverage on ILO’s mandate, as well
as Convention No. 190 and Recommendation No.206 in particular.
6\. To inform and educate key stakeholders on key concepts of Gender equality,
Violence and Harassment, and Convention No. 190 and Recommendation No. 206 and
International labour standards relating to gender equality

Deliverables

1\. Submission of an implementation programme detailing the schedule of
activities, proposed timelines of the activities and responsible persons.
2\. Submit 10 High Resolution action pictures during the debates, radio and
television programmes in session.
3\. Submission of progress report on implemented activities
4\. Submission of a Draft Brief implementation Report
5\. The consultant will also submit the final implementation report which will
be compiled using information from the implementation of the advocacy and
communication strategy and information from the feedback of the review of the
first draft brief report to the satisfaction of the ILO.
6\. The final report should include some observations and recommendations from
the consultant regarding the implementation experience and actions that can be
taken to increase awareness to the public as well as visibility of Convention
No. 190 and generate interest from national decision/policy makers and law
makers.

Duration and working schedule:

Six months (7th June 2021 – 11th December 2021).

Place where services are to be delivered:

Lusaka-Zambia.

Delivery dates and how work will be delivered (e.g. electronic, hard copy
etc.):

1\. Draft implementation report, list of key experts engaged and
implementation programme for the advocacy and communication strategy.
2\. Final implementation report

Monitoring and progress control, including reporting requirements, periodicity
format and deadline:

1\. Final report with observations and recommendations from the consultant
(Individuals, firms, Institutions, organisations) regarding the experience in
implementing the advocacy and communication strategy and actions that can be
taken to increase awareness to the public as well as visibility of
international labour standards in the future.

Supervisory arrangements: To be supervised by Gender Specialist, National
Project Officer Communications Unit at ILO CO-Lusaka

Expected travel: Within Lusaka.

Required expertise, qualifications and competencies, including language
requirements:

> The consultant must have qualified and experienced journalists, reporters and editors with Bachelor’s Degree in any Media, Communications and Development related course.
> Progressive professional experience in implementing advocacy and Communication strategies.
> Previous experience implementing Communications Strategy and advocacy plans for Gender Legal Frameworks and International Labour Standards is an added advantage.
> The consultant must be familiar with the working environment of the Media Fraternity in Zambia.
> English is required; knowledge of major local languages is an added advantage.

Payment TBA

Payment Schedule

> 30% Upon submission of the detailed implementation plan, List of experts engaged and draft report to the ILO
> 50% Upon submission of the progress report on implemented works
> 20% Upon submission of the final implementation report on the works done

The deadline for submission of technical proposal and financial proposal is on
20th May 2021.
