# Job Description

Position – Associate Project Director

Location: Zambia Country Office

Report to: MOSAIC Project Director

We are currently seeking qualified candidates for the position of Associate
Project Director for the MOSAIC Maximizing Options to Advance Informed
Choice for HIV Prevention Project . MOSAIC is a five-year 2021-2026
global project funded by the U.S. President’s Emergency Plan for AIDS Relief
PEPFAR through the U.S. Agency for International Development USAID to help
women prevent HIV by accelerating introduction and scale-up of new and
emerging biomedical prevention products. The MOSAIC project in Zambia is
starting in December 2021 and will end in August 2026.

Position Description:

The MOSAIC Associate Project Director will serve as the project’s focal
point responsible for sub-award oversight and managing MOSAIC research and
select civil society/advocacy activities in-country, including contributing to
and ensuring completion of all relevant administrative, capacity
strengthening, programmatic, and reporting responsibilities related to awarded
activities within the MOSAIC project in country. He/she will be supervised by
the Zambia-based Project Director and will in turn supervise the Gender and
Equity Senior Technical Officer, The Adolescent Senior Technical Officer and
the Program Assistant. The Associate Project Director will also work closely
with the MOSAIC team to coordinate technical assistance for capacity
strengthening of relevant partners in-country and may serve in the capacity of
Project Director in the absence of the Project Director.

Key Responsibilities:

–>Lead planning, implementing, and reporting on project capacity development and stakeholder engagement activities;
–>Support the Research M&E advisor and technical officers to co-develop formative work to inform policy, demand creation and IEC material development;
–>Develop systems strengthening and capacity development components of annual work plans, quarterly reports, and ensure related project objectives and deliverables are met in a timely manner;
–>Coordinate and engage responsible parties within the project to ensure responsiveness to partner, government, and donor requests for policy and operational capacity assistance;
–>Develop technical assistance approaches with headquarters colleagues that incorporate both health-related and -related components within the local policy context and frameworks
–>Convene as needed and participate in relevant PrEP and HIV TWG and sub-committees, and support integration of community and civil society representatives into these fora;
–>Manage operational aspects of project activities, including grant making process, direct supervision of sub-awardees, including monitoring and reporting;
–>Mentor the Program Assistant to develop skills in program and operational functions;
–>Participating in webinars and face-to-face meetings with regional MOSAIC-led activities – contributing to the co-creation of policy language, implementation plans, discussion of training needs, and service delivery mechanisms;
–>With the project director, co-lead preparation of country reports for donor;
–>Working with the Zambia Project Director, project staff, and partners to ensure a shared vision for PrEP introduction and optimal access and service delivery in-country, address implementation challenges, and encourage the sharing of best practices and successes;
–>Perform any other related duties as assigned

Minimum Requirements:

–>The Associate Program Director must hold an advanced degree minimum a Master’s degree in public health or a relevant field from a college or university. A medical doctor or advanced health professions degree is preferred;
–>At least 10 years of relevant program management experience providing leadership to major donor funded public health projects, preferably with activities or components relating to HIV prevention and local partner capacity development in resource-constrained settings, preferably in Zambia;
–>Experience leading study management or as an independent researcher, particularly for operations research or implementation science;
–>Strong communication and facilitation abilities, including communication with both technical and non-technical audiences;
–>Demonstrated ability to work effectively with USAID and international donors, government counterparts, and project stakeholders;
–>Demonstrated diplomatic, management and interpersonal communication skills;
–>Demonstrated written, presentation, communication and organizational skills in English;
–>Fluency in written and spoken English required; proficiency in local language preferred

The position will be based in Lusaka and work from the FHI 360 offices or
remotely as determined by office policy. Preference is for Zambian nationals.
